Pavel Durov, co-founder and CEO of Telegram, gave a speech on June 1, 2026, at the Freedom Forum 2026 in Oslo.

“I’ve seen how governments suppress freedom”

Once every post, every search, every message, and every transaction requires a state-linked identity, dissent, which was previously difficult to monitor across the board, becomes a simple administrative measure. An entire generation will grow up with permanent surveillance as the norm.

For many of us, freedom of speech is nothing but empty talk. It doesn’t pay our bills, and you can’t put it in the pot to cook. The current form of this invaluable right was won through long, often bloody struggles. It is believed that the origins of this struggle date back to the 17th century: John Milton’s English treatise Areopagitica, published in 1644, launched the fight against preventive censorship. In 1689, the English Bill of Rights was adopted. Today, England is at the forefront of the fight against “disinformation.” This fight aims to protect official disinformation from being exposed.

In 2003, DARPA (in collaboration with the CIA) launched a government project called “LifeLog,” which aimed to collect citizen data. DARPA terminated the LifeLog project on February 4, 2004. Interestingly, Zuckerberg’s company “Facebook” was registered on the same day. Source: Telegram, June 15, 2026, 10:24 p.m.
